Norfolk Court System & Jurisdictions

Norfolk is an independent city in Virginia, and its court system is part of the 4th judicial circuit of the state. Several courts of different levels of jurisdiction operate here.

Norfolk Circuit Court

The Circuit Court handles serious criminal cases (felonies), large civil claims over $25,000, divorce cases, adoptions, wills, and probate. It also hears appeals from district courts. This is where land records, wills, and real estate orders are kept.

Norfolk General District Court

This court is the busiest. Norfolk General District Court is part of the 4th judicial circuit and handles:

  • Criminal misdemeanors and preliminary hearings in felony cases
  • Civil claims up to $25,000
  • Small claims up to $5,000
  • Traffic violations

Small claims are filed without an attorney — the procedure is simplified.

Juvenile and Domestic Relations District Court (JDR)

Cases involving minors, protective orders, alimony, custody, and domestic violence are handled here. Most JDR records are confidential under Virginia law.

Federal Court

Norfolk is one of the locations for the U.S. District Court for the Eastern District of Virginia. Federal cases — bankruptcy, federal law violations, lawsuits against the government — can be searched through the PACER system.

How to Get a Copy of a Norfolk Court Document

Copies of court documents come in two types: certified and uncertified. A certified copy has the court seal and is legally significant — it is required for most official procedures. An uncertified copy is suitable for review.

Ways to Obtain

  • In person. Visit the Clerk's Office of the relevant court. You will need the party's name or case number. A copy is usually made within a few minutes.
  • By mail. Send a written request specifying the full name of the party, case number (if known), type of document, and return address. Include a check or money order for the appropriate fee.
  • Online. Some Circuit Court documents can be ordered through the electronic access system. State attorneys have extended access through OCRA (Officer of the Court Remote Access). The public can search case status through the Virginia Court System portal.
